if the paint is latex the first thing I would do is wet a paper towel set it on the spots until the paint is soft. Maybe a plastic scrubbie or toothbrush at this point.
Wet a washcloth or an old towel. Put it in the microwave and heat it up until it steams, be careful it will be very hot, grab it with some tongs and put it on the paint. It should soften so you can just peel it up or scrape it with a plastic putty knife, not metal.
Every time I clean my mirrors, they end up having tons of streaks and almost look worse than before I started. What could I use to clean them that won't leave streaks...

Try rubbing a dab of goof off
You can use a damp towel with alcohol.
