I dig the tubers up before frost. Then I trim the stalks and flowers off, and place the tubers in a paper bag filled with peat moss. I put them in the basement for the winter and plant them again after all signs of frost are gone in spring.
I've not had luck overwintering dahlias in the ground. I, like Amanda, dig the tubers and store them in the fruit cellar under the garage in peat. Takes some time but rather than replacing them yearly, I can add to my collection!
