    After the ground warms up after the chance of frost is over.....but I would start them inside late winter in used K-cup cups filled with growing medium so they are at least 2" tall in the Spring

    different flowered have different needs as to growing requirements....some need to be sowed indoors, some seed can be put right in the ground. The seed package should tell you. The important dates to know are the average last frost date for your region, and the average frost date for fall. The seed pack may say start 6 weeks before last frost etc. you may be able to get a seed starting guide for your area From the internet. Seed companies may have garden planting guides available.

    You plant the seeds in the ground after any danger of frost is gone. Some wild flowers you can plant in spring. They say the freeze and melt help them grow better. To preserve the flower seeds put them in the freezer. If you are picking seeds from your current flowers make sure to dry them out first. You can lay them on a paper towel for a few weeks for them to dry.

    In answer to your first question, follow the season suggested on the seed packet or in a seed guide. Most succeed in the Spring or in early Autumn. Re your second question , I do not know why you would want to PRESERVE them. Do you mean SAVE for the following season ?
