It is. You do want to sand it enough to give it some "tooth" to grab onto and definitely put on several coats of a high quality sealant, preferably a food safe one

Yes,I have done this with many laminated products..sand..clean,primer..paint ,seal...
You might want to try a product called "Liquid Sandpaper." It brushes on the surface to be painted, let it dry as per the directions, and paint over it. Good luck--
