My hubby says the best way is to cut and use joiner pipe.
It works, but you must clean and sand the leaking area if you want a leak free seal.
No, if your pipes are leaking you should replace the damaged areas. Water leaks will destroy your home and cause mold issues. Personally, I wouldn't use the spray stuff!
