Use small strip of cloth or cotton balls to cover bolts. Soak bolts and wrapping with lite machine oil (like 3 in 1, or WD 40). Let sit for at least 24 hours before you try again.

Have you used WD-40? You might have to saw the bolts off if you can get a saw blade in the space.
