Sink them partially into the ground first so they don't fall over later. As for the rope size, it really depends upon the diameter of the telephone poles and what would look good on all three. I'd say off the top of my head, at least 1 inch in diameter. Cute idea. They may be soaked in a preservative that is not healthy for plants, so be careful if placing it in a garden.

We had two of these in our yard and loved having them. The posts (three different heights) were buried at least a foot in the ground (cement would make them very permanent), then rope (very large width) was coiled around them. Small nails help hold the rope in place. Ours was knotted at the end. Potted plants, pumpkins, gourds, flags can be used to decorate on/near them. Very attractive with little cost. Last for years! :)
