Can you paint "vinyl fabric"?

Yes you can. There are lots of options on the Internet. You can use Rustoleum or Duplicolor fabric and vinyl paint for starters. Don't use regular spray paint, unless the label says you can, otherwise the vinyl will crack and peel.

I wouldn't paint the top where the weight of feet, etc., when in use could cause movement of the vinyl in a way to expose cracks in the paint. Adding a thin cushion atop the ottomans might be a better solution than painting the top. Paints intended to paint plastics might be used for the sides.

Best paint for vinyl is made for automobile upholstery. It is SEM Colorcoat. You can even paint it a different color and it will not crack, peel or fade. I used it on boat seats, changed white seats to blue, perfect coverage, never any problem. It is amazing!!!

It is spray on, comes in regular spray paint type cans. It is more expensive than what you can pick up at local Walmart or home improvement stores. Check at Auto Zone, NAPA auto parts stores may carry locally. I ordered mine from Amazon, they make several colors, you can google the product and see the colors available.
