Securing frames on a shelf

I have a half wall with a shelf ledge at the top of my stairwell. My two adolescent cats have knocked two pictures down. Broken frames and shattered glass. I rent, so I don't want to use a strong adhesive/tape. Any suggestions would be greatly appreciated.

  Thank you again for the suggestion! I bought museum wax and it works wonders. I used it on everything. LOL the only downside is that my crazy cleaning boyfriend was shocked to find he couldn't lift things to dust. LOL so I bought him the Swiffer duster!
