Is there any way to remove dry grout from ceramic tiles?

Grout was left there from a messy fix up job 2 years ago.

I had some luck scraping away raised areas and then sanding.
Maybe these can help.
You can get a scraper at the hardware store, scrap the loose grout, rinse, dry then mix the new grout, apply per package instructions, let dry and done. I usually apply a sealer or clear fingernail polish over before
any water contact.
