From the look of the plants and the grass in the background, you need more water. Citrus trees have roots just under the grass and when the soil is dry that is exactly what happens. Soaking the soil - like for a hardwood - just doesn't cut it. Water to the dripline every day. You should see results in about 48 hours.
Where do you live? Citrus greening disease is a major problem in Florida. It's a bacterial infection spread by a small nonnative psyllid. Unfortunately, there is no cure for it yet, and it is invariably fatal over time. Hope that is not your issue.
That definitely looks like chemical damage.
