Painting over wallpaper isn't advisable since it can cause the paper to peel off of your walls.

If you have to do it, I suppose I would try dry brushing primer on to seal the surface (only if all paper is adhered well) and then paint like normal.

Removing wallpaper isn't difficult though. There is a tool that fits in the palm of your hand and has little scoring wheels that puts perforations in the paper. You begin by rubbing that all over your papered walls. Then you use a spray bottle with water to wet the paper and let it soak in. Then a metal scraper will clean it off. Some paper is harder than others so you may need to repeat the process.

**The tool is called a Paper Tiger. There are sprays designed for removing wall paper if you like. I've always just used water and scrubbed walls with TSP afterwards.

    Hope that helps

its not recommended, the paint will not last very long. As soon as the wallpaper begins to peel, the paint will flake and come off with it.

should you still want to paint you can simply clean it with a wet cloth (not too much water) and paint directly on it unless it's shiney or slick, in which case make sure to use a primer first.
