Yes you can, in the south they had elaborate curtains with their shutters.

I have plantaion shutters that go about 3/4 of the way up on my rather large windows...I have drapes on them as well...on the smaller windows I have swags on the top...do whatever you like...you have to be happy!
Yes, you can use fabric along with plantation shutters. I think any fabric would soften the look. Best of luck with this. It sounds beautiful.
You can even try sheer lacy curtains that still let some light in.
