If they are only separated by a thin metal strip, I'd use 1 curtain rod to cover both windows but put 2 panels on each side of the strip. If you can pull them back like a swag it can look like separate windows. You could also use 3 panels (depending on this size of the windows together) then pull the middle panel toward the center and the other 2 to each side. It will look more like one window but with only a thin strip, it might work better.
mount your curtian hardware a few inches above the metal strip 1 set of hard ware to left other to right.
How wide is the strip? Can you drill it, and/or use self tapping screws? You could span the two windows with a 1x4x the width of the two windows, even if you have to join two, just make sure you nail or screw them to your wall studs. Your other options are a good strong glue (epoxy?) or maybe magnets (if the metal is ferrous), and adjust the non metal side to match the added thickness.
Install a curtain rod above the frame of each window. Hang a set of curtains for each window. OR...Use a curtain rod that's long enough to span both windows, then hang two sets of curtains, but it looks like one large drape.
