What kind of paint would give a leather effect?

I have an old chair with beautiful woven rattan on the "wings". The upholstering is faded light blue velvet. I know many people have painted upholstery but I want it to cover and give me a flat finish like leather. It only cost me $3, so it won't be a big loss if it doesn't work. I would really like to save it cheaply.
