FourWindsGrowers.com says that three things causes lemon tree leaves to curl. 1. Insects such as aphids can cause curl, especially in new leaves. 2. Overwatering. 3. In late fall or early winter they curl naturally, but new growth will be formed properly. Hope this helps 😇
