Without using machine power, you are going to have to use muscle power. Cut back any plants that are growing up or down the retaining wall. If the wall is not too large, use a spray bottle of strong detergent With bleach. Use a stiff scrubbing brush or breed. Wet down an area you think you can handle and scrub from the top of the wall down. If you can, rinse the wall with a water hose. Otherwise, use gallon jugs of water. When the wall is dry, paint with a mildew retardant paint. Follow the directions carefully for outdoor use. Best wishes 😇
