From what I can see, the reinforcing steel has rusted, causing the concrete to break off. You first need to attend to the rusted bar using a chemical rust converter. If you are not VERY handy, get in a contractor.
I don't know...I think you could try and patch it up somehow. Since you can see under the porch right above the bricks, I might make a wooden mold that can be held by the concrete porch itself and is flush and level with the porch and then find out how to prep it and what type of concrete you need to use in order to get best results. I think you should at least try before calling a contractor. Is only that front portion but if it has a crack or any kind going from it to the door I would definitely call a contractor. Good luck!
