Yes, and only make a cross and open up the ares where you want to plant.
It will not get the heat needed to kill the weeds. I cover mine with at least four inches of shredded leaves and it will be pretty clean of weeds until it gets warm and the wild violets and creeping Charlie, etc. start moving in. Pull or dig up the weeds as you take out your plants at the end of fall when you are cleaning up your garden. Put down some Preen Weed Preventer to cover any seeds that may germinate before killing freeze comes. Reapply it after you till in the spring. This will take care of weeds that come from seeds, except for tree seeds. It will not do anything for the root born weeds. Those I clear out, going about six to twelve inches outside the garden if possible, that way you can catch them young as the come into the edge of the garden when they are easy to pull. Make sure you put down mulch during the summer, it really helps, I use cut grass myself and have few weeds ever.
People swear by using boiling water to kill them. Here’s a link that gives you more options, too. All cheap and pretty much home made.

Absolutely! I would first recommend that you cut the weeds/plants as close to the earth as possible, then rake to remove all debris; bag the debris so you aren't spreading weed seeds. You can use heavy plastic, rugs, tarps, multiple sheets of newspaper or even paper sacks held down with wood or blocks to totally block the sun from the earth. Once you are ready to open your garden, be sure to remove any left over vegetation, amend the soil and go for it!
The woman who volunteers with us at the garden park uses cardboard underneath the things she plants. This prevents weeds and eventually provides mulch for the garden. I this case, I would say just make sure you put something on top of it so it doesn't blow away!
