Drain some of the water out by turning off the water half way. Plunge with the good kind of plunger, like the photo. That should do the trick. If not, you may need an auger. If your toilet is older, it can be tougher. Once the clog is gone, turn the water back up to full strength and flush.
One way that has worked for me is to first shut off the inflow valve on the wall or floor, then fill a gallon jug with TEPID water, not cold or hot, hold it about three feet above the commode and pour it in. Pour it relatively fast but watch to make sure it doesn't overflow. If this doesn't work, with the water still shut off, wait for a few hours (if possible) for the siphon to begin working and drain down so there is very little water in the bowl. Now flush with what's in the tank. Sometimes enough time will soften the "debris" and it will flush. If this doesn't work, well, go get yourself a plumber's snake. They're easily available, easy to use and always work. Have a large bucket handy because once you "unsnake it from the commode" you can move it directly from the commode into the bucket and take it out to the garage to dry up. Needless to say, you won't want to use THAT bucket for anything else. You'll notice I didn't mention a plunger - I hate those things - you almost always have disgusting splash back. The snake is a little more work but generally neater. Plus I always lay a piece of disposable plastic on the floor. Good luck!
you can use soda pop from the dollar store - buy the kind that is brown in color and pour into clogged bowl - it may take a couple of times but the soda eats through gloss great - this has worked even when brand name liquid clogging agent didn't

besides the old plunger, I bought a soecial snake used just for toilets at hard ware store.

Pour a bottle of Coke in it & let it sit for about 20-30 min, then Flush!
