Railroad ties steps in a sunken garden

Over the years of rain and weather they have got cracks and open groves that water settles in. Can I put a fuller or sealant to control the erosion on the ties?

I would first level what's there, and try power washing the ties. Next, dry out the ties real good, and put a good sealant on, two coats at least. Good Luck!
