Yes, cutting the grass while it is wet will cause clumping, because of the tendency of the grass blades to stick together. That is why the underneath of your mower has more sticking to it, than it will have when your grass is dry, when mowing. If you clean the underneath of your mower, you should do it when it has cooled sufficiently; otherwise, if you wait too long, it will be much more difficult to remove the grass. I usually just use a water hose and do it while everything is relatively soft.
When the grass is wet, and you mow, the grass slips of the blade, and doesn't cut. The blade then rips up the dirt, because there is no grass. EJL.
