What can I plant on a steep slope to prevent erosion?

I have a steep slope, about 20' by 200' and 12' high, mostly clay, which gets sun all day. Too steep and rough to mow. What kind of low ground cover will grow there, look nice and survive Wisconsin winters?

We used a vining ground cover that blooms , it not only solved the problem but gave us some flowers to look at
