if the tile is still there, it needs to come up. That takes some elbow grease, a hammer and a pry bar/scraper.
Agree, and can also speak from experience, that the only way is for all the tile, backing, glue, nails, screws, possibly subfloor, and, anything else that may be underneath the tiles, to completely come off.
Depending on the sq footage of the area, and your physical capabilities, you may also need to rent a tile removing machine. These beasts are heavy and noisy, and will create a huge mess with dust, but will get the job done in the shortest time.
