You need to eliminate the odor. Spray white vinegar everywhere they spray. You can also call animal control to trap them and take them to the pound. Cats don't like cinnamon or pepper. But these have to be sprinkled after rain.
I would call the town and let them handle the man feeding the cats.
Try rod iron furniture with removable cushions that you can bring inside. It will not absorb the smell and you can hose it off easily.
cats do not like aluminum foil, lay some on the areas that they like to walk in, they will avoid those areas! buy it at the dollar store to make it more cost effective!

There are some attractive plastic chairs and tables out there. Can be hosed off. Use some colorful pillows that can be taken in.
There is a product in pet stores called "No Go." It deters an animal from urinating in the same places where they get the familiar scent of past urination.
Another possibility is too use cement blocks to build a more permanent seating and to top it with cushions.
