Hard time growing carrots.

I'm a small town, small garden gardener. For the life of me I can't get carrots to grow in my garden. Spent lots of money on good dirt, etc. nothing, when they do come up I get these huge greens, pull one out and the carrot is a one inch long pencil round carrot. Those do not feed a family. Please help. Thank you,

I have seen this a lot this year. Soil being too compact can be a problem, not enough watering, pests. They can all cause the carrot to be stunted.

Is your soil really loose? Carrots like sandy soil. I had that issue one year. The next year I added sand to the area I planted my carrots, and it worked. Are you also making sure to thin the seedlings once they come up?
It is not you, carrots are a harder vegetable to grow and you would need a field of them, and not everyone has the space. Also choose carrot variety closely and check package for date to maturity. See if this link helps.
