I wouldn't do it! You'll have a really hard time removing the wallpaper in the future. Do a little more work now to save yourself MANY headaches in the future.

I would not paint over wallpaper as it may loosen from the wall in the future then you'd have to take it down and repaint. That's more work. Plus the seams will show through the paint. If the wallpaper is textured, that'll also show. Do it properly - remove the wallpaper first.

Don't. As someone who did once upon a time...you just don't want to do that. Rent a steamer take it down and clean the walls with TSP.

First, make sure the paper is well glued everywhere. Use an indoor primer, then paint as usual.

Make certain the wall paper is in very good shape. No tears, good seams. If there are problems with the wall paper, the paint will only magnify them. Depending on the color you want and the color/pattern of the papaer, you may need a primer. I have done this several times and it always looks fine.
