    wrinkles happen as your carpet ages sometimes

    they can be stretched by carpet installer

    If it is a carpet that is fixed to the floor it is wrinkling because it wasn't stretched properly, or its old enough that its wearing apart. If it is fairly new I'd contact who installed it to see if there is a warranty. In any case, only stretching it properly will get the wrinkles out, and keep them out.

    The burlap back has separated from the fibers. May not be worth having it stretched.

    The carpet needs to be stretched again. You can rent a "knee kicker" from a local rental to do it, but it is hard work. It also needs to be re-tacked on the sides to hold the stretch. My husband has done this many times. Perhaps you have a friend that lays carpet that might help?

    Wrinkles usually mean your carpet needs restreched.
