I do stained glass and it is possible for a newbie to do a stained glass shade, but you need a glass cutter, copper foil or lead came, and a pattern. Add a soldering iron and flux and a great deal of patience, you can make a shade. If you want a rounded shade, you're looking at having a form underneath.
For a less arduous method, and less expensive and time-consuming, you can look for a vase or bowl that meets your needs for a shade. I found a large blown glass bowl at a garage sale and drilled a hole in the bottom. You'll need a carbide bit such as those used for tiles, or a diamond drill bit and you'll need to keep it wet as you drill. You can put the whole vase/bowl in a bucket and while keeping the drill itself out of the water, drill the hole or you can make a dam around where you want the hole out of clay or hot glue. Fill the circle you've made of clay with water and keep it full as you drill. Make sure the hole is large enough to accommodate the electrical fittings.

If you like the less arduous method mentioned by Roxaneg but still want the color of stained glass, you can use gallery Glass on the object that you drill out.
Gallery Glass makes liquid leading and stained glass paints. You simply tape your pattern to one side of the glass and squeeze the liquid lead on the other side at the pattern lines. When dry, fill in with color or colors swirled together. If you want some texture, use a toothpick and move it around in the paint.
when it's done and dry, it will allow light through!
