Did the pile fluff up? Or is it bumps from the backing being wet and settling like that? Do not shave or cut! Looks like bumps to me. Damp towel and warm iron would be good, as would setting it in the sun and dampening the spot.
Your rug may have separated from its backing. If the rug was saturated when cleaning, taking more than a few hours to dry, the adhesive that secures the backing onto the rug may have let go. The backing may also have shrunk a bit. Your safest option is to find a reputable local company that does area rug cleaning and repairs to see if it can be salvaged.
Just as with wall-to-wall carpet, it is safer to hire a professional to clean your rugs. Their steam cleaning equipment pulls a lot more water back out than the rentals. If you must do it yourself, be careful not to soak the area. It should dry in just a few hours.

Try shaving it with a disposable razor or using toe nail clippers to cut them as close to the base as possible without unraveling the pile.
I am thinking maybe a damp towel with a warm iron!?
I would set it in the sun. Spray it with water. Smooth it out and let it dry.
