Sherry, I want to show you something before you decide to go to work tearing up brown paper for your outside porch (I'm still searching for an answer to your question). I am showing you this because an outside proch will get a lot more abuse (what with weather, shoving, sweeping, foot traffic) than a child's floor, regardless of how active and destructive the child or children are. The woman who originally posted about her brown paper flooring has reposted an update, showing what her FINGERNAIL did to some loose "protective" topcoat on the boys flooring one year later. :( WOW! http://www.domesticimperfection.com/2014/03/my-paper-bag-floor-one-year-later/

Okay, I've been searching the web for an answer to your question about doing the brow paper flooring on an outside covered porch WITH a cement floor painted with an oil base paint, and this is what I have found:

The author of the link below may know better than all of us, actually:

So basically NOTHING ---- I have found nothing that addresses your question specifically and it is frustrating for me because I sincerely want to help you with this query. HOWEVER, IF you can afford the $70 or $80 it would cost (maybe a bit more in your own area) to get all the supplies, and you are physically able to do it (a few days on your knees and the strain on your back), I say go for it! Why not?! You like the idea, and there's no info online about doing this over a cement floor painted with oilbased paint. I am positive you are NOT the ONLY person in this situation (age has taught me that if one person is in a certain situation or has a certain dilemma or question, there are others in exactly the same situation). YOU, dear Sherry, could be everyone's test subject, and can take pictures of your flooring experience before, during, and after, and then YOU can post it for everyone to learn from --then YOU do a one year after and a 5 year after blog spot about it ;) Yep! I think THAT is the best idea I've had all day :) Good Luck and thanks for asking HOMETALK FOR ANSWERS ;)
