Best time is in spring when they first show growth, but I don't let that stop me from transplanting at later times. I've moved plants at different times of the spring, summer and fall because of renovations and they still did fine. Main things to do is dig the hole where you plan to put it before digging up the plant. Loosen a few inches of soil at the bottom of the hole. Then dig up as much soil with the plant as you can to limit disturbing of the roots, then quickly water it in to prevent drying of the roots. For later transplants or divisions of mature plant you'll want to keep them watered till no signs of stress are noted.

hostas and day lilies can be moved at any time....they are extremely hardy/ Other plants should be moved in early spring or now....late September...just make sure you have about a month before serious cold weather sets in. That way they can establish themselves before winter and will be ready to go in spring
