Could be the way you are watering it, try watering the soil only, not top watering (watering the leaves)...hope this works out for you.
Is the area too wet? If so it might be getting moldy. Dig it up and move to a place where it gets better drainage.
white film is more likely to be bug infestation - take sample to knowledge person or call extension service for help
