Thickness of the pad depends on local building codes, as well as placement on property, can't be too close to propety line. In some places you may need to pull a permit. Building codes can be found on line for your city or county.
Concrete pads need to be 3 1/2 to 4 “ thick.
Start thinking about the cement, what is the water weight. plus 4 people. Call a business that installs hot tubs and ask. Good Luck!
Find out your area's electrical code before you start.
Total the weight of the Hot Tub + the weight of the Water in tub (8# gallon) + the Weight of the Four Biggest people to use the Tub at the same time= the total weight the concrete will have to support, add 20% to that total for a safety factor!!! Call local concrete company (maybe more than one) to get their recommendation as to the thickness needed and the strength of concrete needed!!!!
