I would use silk flowers/greenery as it would hold up
Does not need to be plastic, I have made paper wreaths and they hold up just fine. Unless really strong wind or a snowstorm, no need to worry. Check out these links!

The wind will be as hard on the wreath as the rain. Since you said that the door does stay quite dry, this expands your options as far as what materials to use. Due to the wind though, just make sure that all parts of the wreath are anchored well with either wire, hot glue gun, or both. All ribbon should be the wired type as well to keep its body and shape.
Sometimes wreaths easily swing back and forth due to the wind, so if possible, secure the wreath to the door to help prevent this pendulum swinging.
Start by the Dollar Tree for fall folidge. There is so much to choose from, and they can be weaved into you wreath. You can buy leaves, berries, pine cones, etc. Make it with 3-4 items, don't over crowed it. Put something in the middle that's hanging, about a third down, and that should be different than the others. Good Luck!
I made this bc online they we're rediculouslily priced! I love it! Good luck and get in the spirit you will be amazed what u think up!
I dont treat my wreaths with anything. At xmas time I cut some of those awful evergreen bushe branches we have in the yard and just stick them into the wreath (pick the smaller ones that arn't so big around). That will be your base. Then you can add artificial flowers (leave the stems on and jam them into wreath also). If you want you can use the glue gun to secure them better but the more glue you use the harder it is to change out the look from time to time. You can wire some pinecones here and there (just use some the that floral wire you can buy at Hobby lobby or Wmart for example and go around the bottom of the P cone then wire the other end around a part of the wreath branch. Anything can be used to decorate the wreath with wire or glue! One year I got some tumbleweed blowing through the yard and spray painted it flat white can spray, then quickley sprinkled silver glitter on it then cut pieces off the T weed and jamed them into the wreath! Beautiful!!! you could use all white and silver for the Holidays...just keep the wreath it's original wood color...Change it out when you get tired of it or as it weathers! good luck
You can use anything. Outdoor accessories will last longer. If it's just for a season, just about anything will do. Then redo it for the next season. I have the same wreath hanging on a wall in my kitchen with just a gorgeous ribbon. At Christmas I usually add one tiny beautiful ornament. I love it.
Go to Dollar Tree or Walmart and look through their selection until you find something you like use it for the fall and if by Christmas it starts to look a little rough just toss it and you won't have to store it. I like using the same wreath for all seasons and just changing what I put on it because of storage.
