Help with my Pomogrante tree

I had a pomogrante tree but moles ate root and it died back and then produced some bushes but these bushes from the pomogrant tree have not produced any fruit. Help

Are any of the roots salvagable? if they are make sure to give it lots of water to make up for the damaged roots. good luck !
I would plant some garlic in the ground around the plant. The moles/voles dont like the smell and will leave.
