How can you remove rust marks from a wooden table top without having to sand the whole table top?

Rustolium is a jelly that removes rust. Might be worth a try.

Try a blob of mayo on a sponge, rubbing in a circular pattern over the stain. If the stain is deeper than surface, you could also try a dab of toothpaste or even a very thin paste of baking soda and water, but rub gently as these are abrasive.
