I would use water and soap but I don´t know wheter sisal rugs shrink with water. Some stains are from spilling drinks, some others were produced by pets.
You can clean it the same way you clean leather. With leather cleaner. You do not want to use harsh cleaning chemicals.

Damp cloth and mild detergent should do it.
I use car vinyl cleaner like Armstrong and an old T-shirt or real soft cloth.
I use Murphy's oil soap.. It cleans very well, leaves no residue and smells wonderful!!
