I want to put a hedge around my yard to extend the yard since the city won't let me put a fence up.

My suggestion would be to speak with the guy who sells plants in your area. The local greenhouse people will know what is best for your conditions, locality, soil, temperatures, etc... -
those decorative grasses get pretty tall or maybe arborvitae bushes, they get as tall as 30 feet! check with city first though, would be a shame if it wasnt allowed.
