How can i remove rust from an out door railing with out using chemical

I tried vinegar but I can not remove the railing to soak it. it has also been painted many times and is peeling. please help

Pour your solution onto paper towels, wrap them around the railing, tie in place.

sand to shiny metal then prime ASAP
You can also use a drill and wire brush attachment.
Scrub with Brillo pads.
Susan has the right idea about using soaked towels. You can try vinegar or even wd-40.
