Try steel wool.
I have to ask. Is the faucet newer? If so it should not be peeling. But if you want to think about a replacement, it's not that expensive.

Most faucets are made of brass. Once the finish peels off the brass will show. Tough to remove the finish. Easier just to replace.
Sandra and William, have the best idea, replace it.
I have the same problem. I am just letting it take it's time and put it down to "character". Don't replace something that isn't broken.
