Unfortunately all the blackberry herbicides also kills any tree within 8 feet. So I just cut off at ground and give it a squirt of Weed b Gone. Always grows through the fence from neighbors and alley.

Watch for the young plants and pull them up right away. The bigger ones, cut them off and paint the cut end with round up. If you do it this way it goes to the root quicker and you won't get overspray on any other plants or grass unless it touches the cut end. If they are real tenacious it may take more than one coating, so you want to leave enough when you cut it off to be able to make a new cut to paint.

Try 1/4 cup blue dawn mixed with 1/2 cup hydrogen peroxide. Put it in a spray bottle and spray directly onto stain but do this in a well ventilated area.....then just toss in the wash!
