Replace the guts. It's an easy fix. Go to a hardware store and ask questions.
i had that problem and plumber had to replace piping that was cracked inside cystern. nothing to do with ball cock fitting tho.
Sounds like the "arm" is not seating to seal the water in the tank so it keeps running. A quick fix repair kit costs about $15 or less and it is easy to do it yourself, this is not a big deal.
