Not a good idea. There are many other surfaces that would be better, cheaper and easier than plywood. Why would you want to use plywood anyway?
Carpet or vinyl ?
Agree with Biglulu. Plywood is rough, unfinished, has slivers, and will be difficult to level as the sheets are large. Besides, it is no longer bargain basement cheap.
There is flooring, designed as finished flooring, available at different price points.
Vinyl plank flooring is inexpensive and already cut into planks. Easy to cut again if you need smaller sections.
