    We need a picture....

Dig up the roots as it is regrowing from them. Or paint Roundup on the leaves. That will kill the roots. Do not spray or you may overspray and kill your other bush.

Paint it with Roundup. I generally buy the concentrated version of weed control, the kind that you add water to make a gallon or so of solution, and paint that on the plant straight from the bottle. It sounds like overkill, but I've painted leaves 2-3 times on some of the plants and they just don't get it that I don't want them around.

Try clear vinegar on the roots. Ammonia has a high percentage of nitrogen, and that is actually a fertilizer.

Vinegar and boiling water -- and pull EVERYTHING that you see! Be aware that the vinegar and boiling water will kill everything, so don't get it on the parts of your garden that you do like. :) . Good luck!

Gather up and wrap the vines together into a ball. Keep rolling them till they acquire enough length that you can stuff them into a big black garbage bag. Spray/saturate the vines, inside the garbage bag, with 24D or Spectracide broadleaf weed killer. Seal up the bag and give it time to dry up the roots. You may have to repeat this but it may be the only way to save the Rodie. Ive done this with morning glory as it comes up. If this vine sets seeds burn them when dried up if you can.
