Some veneers cannot be refinished and most veneers are tricky. Veneer can be papery thin or about as thin as a penny. If it is a wood veneer, you can try to strip it with a chemical stripper like Citrastrip and then sand lightly. You have to be rather gentle with it or you could actually cause it to come off the wood.

If it is a particle board with a foil veneer, any kind of chemical stripper could melt it or ruin it and sanding is not going to do the furniture any favors.

Use a good primer like Kilz, let dry 24 hrs. then good gloss. May need 2 coats of each.

Research Rustoleum's Furniture Transformation kits. Little prep, no sanding, no toxic fumes, and a wide selection of colors to choose from. I used it on a bathroom vanity years ago and it's holding up well.

Sand VERY carefully. The proceed as normal.
