White powder sounds like powdery mildew, a common fungal disease. You can treat that with 1 tablespoon of baking soda and 1/2 teaspoon of liquid soap mixed in 1 gallon of water.
It is most likely powdery mold/mildew. "Safers" has a product designed for this type or mildew/fungus, it is gardeners soap. It is environmentally safe and works well. Trim or cut back any affected leaves prior to spraying and try to keep any of the trimmings etc from landing on the ground.
