There are two types of bamboo - clumping and running. You must have the running type. The best way is to use Round-up on the new shoots, then after a few days, mow the new shoots down. It is very invasive and hard to kill.
Get some hungry pandas.
We literally had to till & burn...till & burn. It's very difficult to eradicate.
