What finish is your table made of?

I would use a water/ soap mix and clean the top if is was a water base liquid spill. Dry off and let it dry for a day. Then apply paste wax and hand buff it out. It will shine then.

Whatever was spilled has penetrated the finish. You could try sanding the dull area, then stain or paint it again, but I doubt if you could match it. It may have to be completely taken down to bare wood and refinished. That's what I had to do to mine.

Restore-A-Shine. Pick a color that matches your wood. Available at big box stores like Home Depot. Rub on with a soft cloth in direction of wood. Wipe of with a 2nd cloth in direction of wood. Wear gloves.

Really try the Restore-A-Shine, best thing to save your furniture. About $8.00 a can, but you get a lot in the can.
