you have to remove the glue from the wall, you can buy wallpaper glue remover at big hardware stores or paint stores that sell wallpaper. Sand the wall with sandpaper. Repair any holes with plaster, sand smooth when dry. Then prime before painting or buy paint with primer in it. Latex primer and latex paint work fine. It is tedious work . I have an old house and have done it in several rooms. If you paint over wallpaper it only makes it harder if you want to take it down later, I would not recommend that. I did it once and it took me four times longer to remove it years later.

No easy fix. Sand or remove the wall paper glue. What ever you do - DO NOT PAINT over wall paper. You will hate your self, or someone else will - when you then finally have to remove the wall paper with paint on top...
